private prisons contract with states include minimum occupancy of prisons or states will be sued

prisons are a bad idea, private prisons for profit is even worse.  there is nothing rehabilitating about them.  when someone goes into the criminal “justice” system, they never leave.  most ppl in prison are there for nonviolent offenses, and a majority of the prison population is made up of black and hispanic males.  it is clear that the private prison system is quite active in creating legislation and there is a good reason for that-the more strict the rules, the more ppl go to prison and the more money the private prison gets.  many prisons contract with the state and the state imprisons the ppl keeping up their end of the deal and the prison can contract prisoners out to the state to be used for free labor.  so it makes sense that in their contract with governments at a city, state, federal level they include a minimum capacity clause, for example the prison must be 85% full or you are in breech of contract, therefore allowing and encouraging the cycle of the system.
